Background & Accomplishments
COOSSA, an organization of about ten Home Owner Associations (HOA's) on South Sierra Avenue, was formed in January 1988 and represents about 900 residences.
Consensus views of COOSSA members, developed at meetings, are made known to the City Council and other government officials by letter, meetings with City officials, speaking at City Council meetings, participating in development workshops, serving on citizen committees, and writing to local newspapers. COOSSA also provides a forum for candidates, developers, and others as invited speakers at meetings.
Recommendations made by COOSSA have resulted in:
Regularly scheduled street sweeping of S. Sierra Avenue
Pedestrian crosswalks at three locations on S. Sierra Avenue
A city ordinance restricting fire and alcohol on the beach
Greatly improved beach raking, clean up, and trash barrel development
Stop-gap repairs to beach accesses at two locations
Replacement of eyesore structures at Linda Mar with new living units with sidewalks and plantings
New sidewalk at 305 Sierra
Renewal of racetrack management with Del Mar Thoroughbred Club
Stop sign at Dahlia
Complete and continuous sidewalks on the west side of S. Sierra Avenue
A city ordinance making bluff repairs easier
Working with developers to improve the commercial projects on the east side of S. Sierra Avenue
Installation of Pooper Scooper bags along S. Sierra Avenue
Other COOSSA accomplishments have been:
Securing the recognition of COOSSA by the City Council, Staff, and local developers so they automatically ask for inputs
Joining the Chamber of Commerce
The City Manager and COOSSA Chairman meet twice a month to exchange information on neighborhood events, concerns, and progress of tasks.
Appointment of COOSSA members to Citizens Crime Committee, Fletcher Cove Advisory Committee and 101 Specific Plan Advisory Committee
